USSOUTHCOM CN/C-TCO SMEat SMX(View all jobs) (https://www.smxtech.com/careers/) United States SMX is seeking a part-time Planner/Strategy Subject Matter Expert (SME) to support the USSOUTHCOM counternarcotic (CN) and counter transnational criminal organization (C-TCO) programs. The USSOUTHCOM CN/C-TCO SME will serve in an advisory capacity and provide strategic communication support to the USSOUTHCOM CN and C-TCO programs. The position will be responsible for preparing unclassified strategic-level memos, policy and position papers, weekly activity reports, and other products to communicate CN/C-TCO program initiatives and performance. Essential Duties and Responsibilities -
Support key leader engagement by the CN Program Leads by writing, editing, and overseeing the development of CN-related unclassified content, including speeches, executive-level briefings, and presentations to key stakeholders (OSD/Joint Staff, USG, and partner nation officials) -
Conduct ongoing and ad-hoc research on CN issues in the AOR and prepare special studies, projects, and quick turn products in response to the CN Program Leads' initiatives -
Advise the CN Program Lead on communication and engagement strategies to advance CN goals and mission within the USSOUTHCOM enterprise and with the US interagency -
Write, edit, and provide unclassified/CUI input to high-level memos, policy and position papers, strategies, and formal correspondence within the USSOUTHCOM HQ, Joint Staff, Office of the Secretary of Defense, and other agencies, accurately communicating CN Program Lead's intent -
Prepare CN Program Leads for participation in senior level forums and engagements with US and foreign defense, industry, and civilian leaders, to include authoring talking points, strategic communication products, and other written material -
Lead and prepare CN communication products, including unclassified briefings, talking points, leadership messaging, weekly activity reports, articles, year in reviews, and other products as directed by the CN Program Leads -
Research and develop special studies, projects, analysis of CN regional trends and statistics, and quick-reaction products in response to CN Program Leads' initiatives -
Develop engagement and communication strategies to strengthen and grow the CN network -
Coordinate with USSOUTHCOM components, subordinate joint and joint-interagency task force, and Country Teams to develop, refine operational requirements to achieve command objectives for the interdiction and disruption of illicit trafficking Required Skills -
Ability to manage multiple projects, prioritize tasks, and provide oversight to Sr/Mid Project Managers -
Deep understanding of project management principles to effectively manage cost, schedule, and scope -
Be able to handle shifting priorities and possess excellent time management skills to complete tasks within required timeframes with no supervision -
Excellent supervisory skills to motivate and delegate to junior and peer personnel as required -
Strong written and verbal communication skills to interact with stakeholders -
Ability to manage project budgets, identify financial issues, and develop Rough Order of Magnitudes (ROMs) -
Knowledge of process improvement techniques and ability to direct improvement initiatives Required Experience -
Clearance Required: Secret -
Minimum of a bachelor's degree -
Must possess 3 years of experience in a joint military environment -
Strong written and oral communication skills -
