As a workplace, we're committed to creating an environment for you to thrive both personally and professionally.The TeamThe Global Health Agencies and Funds (GHAF) team leads the strategic relationships and drive the engagements on governance, strategy, operational effectiveness, and programmatic impact with several of the foundation's key global health institutions (GHIs): UNICEF, WHO, the Global Fund to Fight AIDS, TB & Malaria (Global Fund), UNITAID, and through the Islamic Development Bank the Lives & Livelihoods Fund and through the World Bank, the Global Financing Facility (GFF), Anchor Trust Fund (ATF), and Pandemic Fund. We engage with leaders of these institutions, participate in governance through membership on boards and committees and in advisory groups, and make investments to improve the operational effectiveness of the institutions and the impact of their programs. While many teams within the foundation work with these GHIs, the GHAF team specifically works to:1. Bring deep knowledge of the strategic, governance, operational and programmatic approaches of and across the GHIs to inform foundation strategies and engagements;2. Drive internal alignment on foundation-wide strategic priorities, objectives, outcomes, and accountabilities with these GHIs; and3. Increase the strategic coherence across the GHIs on priorities for the wider foundation through cross-institutional strategies. Initial cross-institutional priority topics include a focus on product access, introduction, and scale (PAIS), health system strengthening (HSS), and surveillance.*This role is a limited-term position for 11 months. Relocation will not be provided.Your RoleThe Senior Officer for Strategy & Implementation Management (S&I) is responsible for supporting the strategic and operational aspects of the GHAF team, including strategic planning processes, annual planning and budgeting, ongoing pipeline and portfolio management, business analysis, and the coordination of business strategies across the Foundation. This role will partner with the Deputy Director of Strategy, Planning, & Management (DDSPM) to lead activities related to portfolio management and execution, bodies of work/GHI engagement strategy design and implementation, and key business operations. The Senior Officer, S&I will play a crucial role in connecting the operational and financial processes to strategy decisions, providing recommendations and support to leadership on effective coordination of these processes and alignment to strategic goals.What You'll Do - Guide SPM team, in partnership with DDSPM, to develop and oversee portfolio strategic planning and reporting, investment making, financial, and operational processes.
- Oversee GHAF's pipeline management processes, including decision support, pipeline and budget planning, Director Alignment Meetings, financial forecasting, and year-end payout strategies.
- Provide DDSPM and GHAF leadership with critical, transparent, challenging thought partnership. Consult/strategize with GHAF leadership to maximize impact of investment and financial processes and ensure optimal learning, decision making, and collaboration.
- Work closely with Program Coordinators, the Senior Financial Manager, and Senior/Program Officers to ensure data integrity in foundation systems and accurate tracking and reporting against critical investment attributes.
- Lead process related to GHAF Strategy Review and Annual Planning. Contribute to the preparation of materials for the President Portfolio Check-ins, Strategy Review, and Annual Planning in partnership with the DDSPM, Senior Financial Manager, as well as the GHAF Leadership Team.
- Lead aspects of GHAF's SPM processes and key priorities for 2024 including driving change management initiatives related to investment making and management, bodies of work, and reporting.
- Guide the development and implementation of GHAF Bodies of Work with clear goals, objectives, and indicators of progress to assess portfolio performance.
- Promote prioritization, efficiency, and productivity on the team by providing leadership and support in process development and improvement, implementation and improvement of tools, analysis, reporting and organizational change management.
- Maintain understanding of and alignment with cross-foundation operational initiatives, policies, and processes. Responsible for being the primary liaison between the program and business partners including Enterprise Business Management, Financial Planning & Analysis, Grants & Contracts Services, and Legal-regarding business processes, financial reporting, forecasting, and related systems and tools required for business and operational success.
- Contribute to the facilitation of defining of success metrics for portfolios, designing tools to measure pipeline and progress towards strategic outcomes, performing the analytical process for regular updates, and tracking of results for various intended audiences.
- Manage aspects of GHAF standard operating practices, including support team attainment of 2024 gender commitments; planning team retreats; managing reoccurring GHAF Management Team meetings and SPM team meetings; and supporting GHAF Team Meetings, culture, and team building.
- As needed, design and manage special projects in support of team operations and/or in support of programmatic investments and portfolios.
- Negotiate, execute, and manage portfolio of grants or contracts, including the New Venture Fund for GHAF grant mechanism and various cross-GHAF contracts.
