Senior Buyer



Glowing opportunity with city in Hampton Roads seeking a Senior Buyer with opportunity to grow and advance!





?Negotiates contract performance issues and collaborates with and cross-trains with other procurement team members to perform the full range of contracting duties.



?Develops routine/moderate to highly technical and complex specifications, special instructions/conditions, and requirements for bid solicitations.



?Prepares proposals; develops scope of work; establishes evaluation methodologies and determines pricing structures for competitive negotiations.



?Works closely with the project manager to resolve contract performance problems and issues that cannot be resolved at the project manager level and works closely with the City Attorney's Office to negotiate settlement resolutions on contact performance issues.



?Provides support to the Procurement Manager, Director, and City Attorney's Office in resolving construction-related and operational disputes and claims as needed.



?Participates in the development and maintenance of term contracts.



?Studies the need and application for annual contracts and develops the annual contract program for team's assigned commodities.



?Evaluates bids and awards contracts to the lowest responsive and responsible bidder.



?Interviews suppliers to maintain technical knowledge of goods and services and to stay abreast of market conditions.



?Provides guidance and direction to departments regarding requisitioning procedures, solicitation specifications and requirements, legal provisions, ethical issues, management of vendors, and contract interpretation and administration.



?Researches, prepares, and represents the City at various MBE/WBE and other small business vendor fairs as assigned.



?Ensures compliance with federal, state, and local procurement law, policies and procedures, state and federal antitrust law, the Uniform Commercial Code, and good business practices.



?Monitors supplier performance and initiates corrective action within legal parameters of contractual provisions as necessary.



?Formulates and presents determinations and findings, along with justifications related to contract decisions and actions.



?Prepares reports and formal correspondence as assigned duties require.



?Educates suppliers and employees on the procurement process.
