POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) Bureau of Personnel is seeking to hire a Compensation Specialist to support compensation activities in our Division of Personnel Integrity. This position will perform specialized duties in the field of compensation to research and analyze market data, support collective bargaining negotiations, and serve as a liaison to agencies, boards, and commissions. The ideal candidate will possess extensive experience utilizing the Microsoft Office Suite to analyze information, extract data, and develop outputs. POSITION ESSENTIAL FUNCTIONS

  • Under general direction of the Assistant Compensation Manager, performs specialized and confidential duties in the field of compensation and other related personnel activities.
  • Conducts in-depth research and analysis for the identification of market data in determining appropriate rates of pay for specific occupational area, classification, or position.
  • Performs work in support of confidential collective bargaining negotiations; conducts economic and statistical analyses.
  • Serves as liaison to agencies, boards, and commissions regarding compensation issues, including prevailing rates, overtime, Fair Labor Standards Act (FLSA), international differential pay, special salary adjustments, intermittent programs, surveys, work schedules, and trainee program requests.
  • Reviews overtime requests and prepares requisite correspondence associated with agencies' requests for overtime compensation of non-union, FLSA-exempt employees.
  • Receives and reviews confidential Illinois-Department-of-Labor-certified Prevailing Rate changes and Local updates.
  • Conducts complex analytical, interpretative, and evaluative consultation in the development and implementation of agency-specific Trainee Programs and Work Schedules, including Intermittent Work Programs.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
    MINIMUM QUALIFICATIONS

    • Requires knowledge, skill, and mental development equivalent to completion of four years college.
    • Requires two (2) years of professional human resources experience.
      PREFERRED QUALIFICATIONS

      • Prefers one year of professional experience determining compliance with the Fair Labor Standards Act (FLSA) and applying the rules for overtime compensation.
      • Prefers two years professional experience utilizing Personnel Codes, Personnel Rules, Position Classification Plans, Pay Plans, and collective bargaining agreements.
      • Prefers one year of professional experience learning and assimilating new software applications.
      • Prefers extensive knowledge in the use of Microsoft Excel for the development and maintenance of spreadsheets.
      • Prefers one year of professional experience analyzing information and/or data to arrive at supportable conclusions.
      • Prefers extensive knowledge of using Microsoft Office software applications, Adobe Acrobat, Docuware document management, and/or other similar software applications.
      • Prefers one year of professional experience developing descriptive and quantitative measures based on research.
      • Prefers one year of professional experience generating reports with accuracy and grammatical correctness.
      • Prefers completion of college coursework in the concepts and use of analytics, mathematics, economics, and statistics.
        CONDITIONS OF EMPLOYMENT

        • Requires completion of a background check and self-disclosure of criminal history.
        • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
        • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
        • Requires the ability to use agency materials/equipment (i.e., mobile phone, laptop, etc.).
