Hires, develops, and retains staff through career development opportunities. Reviews and approves journal entries and other functions performed by staff.
- Prepares and reviews monthly, quarterly, and annual reports for the City Manager's office, City Council, Chief Financial Officer, and other outside partners and agencies. Reports include, but are not limited to, the annual audit, grant compliance, payroll, economic development agreement status, and investment and cash balances. Requires understanding of high-level complex, national reporting standards, state law, and best practices.
- Maintains knowledge of and implements required accounting and auditing standard guidance applicable to the City for compliance. Integrates guidance changes and requirements into applicable financial and treasury policies. Ensures that the City is in compliance with the financial reporting and audit requirements for the annual GFOA awards and the Texas Transparency Stars.
- Ensures proper systemwide internal controls related to safeguarding City assets and system access of general ledger with cross-functional teams. Enforces business practices for merchant and cash handling, supports support required accounting functions. Requires understanding of complex system problems and collaboration to explore alternative solutions as it relates to general ledger functionality. high-impact process improvements, implementation and automation, software implementation affecting cash and general ledger reporting, and testing to support required accounting functions. - Develops and maintains an emphasis on internal learning. Participates in the Finance Department's leadership training, mentoring and events to reinforce and promote the department's strategic objectives and the Finance Foundations program. Experience and Training
- Bachelor's degree in Business Administration, Public Administration, Finance, Accounting, or similar field.
- Five (5) years of accounting experience is required, including one (1) year of supervision. Certificates and Licenses Required
- Valid Texas driver's license or ability to obtain prior to employment.
- Professional Certificate for Public Investment Officer, and CPA or CGFO required. GFOA and GTOT memberships required upon hire.
