Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Serve as a technical expert and consultant to management on employee benefits and retirement matters with independent responsibility for resolving controversial, complex, and difficult types of problem actions/cases.
  • Provide advice and assistance in situations requiring extensive analysis in which the nature and scope of the benefit and retirement issues are complex, requiring careful study in search of innovative solutions to problems in consideration of the needs of management.
  • Review established programs, evaluate their effectiveness, recommend improvements, and redesign as necessary to meet changing objectives.
  • Prepare local instructions, internal guidelines and standard operating procedures implementing human resource programs. Maintain automated libraries in support of these guides and procedures.

    • A one-year probationary period may be required.
    • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
    • Public Trust - Background Investigation will be required.
    • Obtain and use a Government-issued charge card for business-related travel.
    • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.         The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.         Specialized Experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes the following:

        Experience interpreting and applying Human Resource guidelines and regulations to identify areas of improvement and make recommendations to management; AND

        Experience participating in or leading project teams that result in new processes, recommendations to management or input into workforce and strategic planning; AND

        Experience performing analysis on retirement, benefits administration data, and business processes to develop reports, recommend process improvements and develop and conduct training.

        Specialized Experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes the following:

        Experience interpreting and applying Human Resource guidelines and regulations to identify areas of improvement or make recommendations to management; AND

        Experience participating in project teams that result in new processes, recommendations to management or input into workforce and strategic planning; AND

        Experience performing analysis on retirement, benefits administration data or Human Resource business processes.

        In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

        For the GS-13, you must have been at the GS-12 level for 52 weeks.

        For the GS-12, you must have been at the GS-11 level for 52 weeks.
