With a strong focus on diversity, OEM strives to cultivate a diverse, inclusive environment that supports equal access, participation, and representation throughout all OEM units.Job SummaryDepartment Specific Responsibilities - Serves as HR Business Partner/Director within the Responsibility Center (RC); directs, supervises, and manages HR matters, issues, and strategic planning for 12 departments within the RC.
- In consultation with leadership, develops, designs, and maintains diversity, equity, belonging, and inclusion program objectives to support organizational goals.
- Ensures that elements of equity, diversity, and inclusion are embedded as imperatives in the RC mission, vision, and strategic plan.
- Plans and directs recruiting and selection of staff, manages employee relations, and act as liaison with UHRS, the CWA union and IU General Counsel.
- Directs performance management and wage and salary programs.
- Monitors and ensures compliance with a variety of federal, state, local and university laws, regulations and policies, and manages a variety administrative projects to provide a set of seamless and comprehensive personnel services to departmental units.
- Makes professional judgments on individual situations regarding HR and University policies and recommends appropriate actions to senior staff.
- Designs and implements departmental policies and short- and long-term strategic plans, as they relate to the management of human resources.
- Develops communications and serves as liaison to diversity, equity, inclusion, and belonging program participants, collaborators in other units, community partners, and leadership members.
- Provides mechanisms, training, and advice on diversity-related topics, such as cultural understanding, implicit bias, recruitment and retention strategies, inclusive terminology, and team dynamics, to a variety of audiences.
- Supervises and manages staff who perform HR related responsibilities.General Responsibilities
- Utilizes and applies in-depth HR body of knowledge and skills to provide strategic guidance for HR related matters like salary administration, hiring, training, policy interpretation, unit restructures, workforce planning, etc.
- Resolves and provides solutions to the most complex employee relations issues with continued partnership, counsel, and support from COEs.
- Develops, implements, and drives recruiting strategies to meet current and/or anticipated staffing needs.
- Coaches and partners with leaders to create actionable plans for improving leadership effectiveness and continuous improvement for employee engagement.
- Provides strategic HR consulting and problem-solving solutions on complex issues to leaders and managers to ensure alignment and consistency across the University.
- Provides advice to leadership for development in support of a strong human capital strategy .
- Collaborates with HR COEs to roll out and support University wide initiatives, ensure client's needs are understood and met, and deliver change management interventions.
