Agile Defense provides leading-edge Digital Transformation solutions to support and advance our customers' missionWe deliver innovative and high-quality services to our customers worldwide through an empowered and engaged workforceRequisition #: 233 Job Title: Interoperability T&E Analyst Location: 2001 Brainard Rd Fort Huachuca, Arizona 85610 Clearance Level: Active DoD - Top Secret SCI Required Certification(s): --- Requires at least 1 certification in area of specializationSUMMARY Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling servicesJITC's service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) RequirementsTEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System capabilitiesJOB DUTIES AND RESPONSIBILITIES --- Responsible for the design and implementation of IOP test planning documentation to determine platform under test (PUT) IOP requirements standards and criteria are metDocumentation to support this effort includes requirements analysis plans, data management analysis plans, and IOP evaluation plans--- Review applicable PUT requirements documents (e.g., Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), Information Support Plans (ISPs), Test and Evaluation Master Plans (TEMPs), Concept of Operations (CONOPs), etc.) to ensure user requirements and criteria are correctly documented and included early in the T&E planning process--- Recommend adjustments to the T&E process or detailed procedures to the program manager, program office staff, and other stakeholders--- Incorporate Design of Experiment (DOE) and Scientific Based Test Design (SBTD) into T&E approaches--- Ensure IOP test requirements, test scenarios and test scripts adequately cover Key Performance Parameters (KPPs)--- Collect all interoperability related technical data found during T&E events--- Convene Data Authentication Groups (DAG) to score and authenticate data, and investigate the causes of anomalies before the data proceeds further in data management processes--- Utilize manual data analysis methods and automated test tools to execute assessment of collected data--- Execute collection of real-time test data, analysis of test results and drafting thorough, accurate, and complete formal test documentation--- Record all initial findings and document final test results into applicable joint IOP certification reports--- Ensure T&E reports are written in accordance with current JITC policies and procedures, delivering reports after a thorough administrative and managerial review--- Ensure full accounting of anomalies and errors found in testing, notifying customers and management--- Participate in Integrated Product Team (IPT) meetings, Test Concept Briefs (TCBs), Test Readiness Reviews (TRRs), program reviews, teleconferences, and video teleconferencesQUALIFICATIONS Required Certifications --- This position requires an active Secret security clearance on hire date with the ability to obtain and maintain a Top Secret/Sensitive Compartmented Information clearanceCurrent TS/SCI is desired--- Requires at least 1 certification in area of specializationEducation, Background, and Years of Experience --- Requires a Doctorate and at least 4 years of experience; a Master's degree and at least 10 years of experience; or a Bachelor's and 16 years of experienceThe degree must be in a relevant technical curriculum and experience must be related to the job dutiesRelevant technical degrees include the following, though the Government may consider other curriculums, various engineering and science disciplines, Physics, Operations Research, Computer Science, and MathematicsADDITIONAL SKILLS & QUALIFICATIONS Required Skills --- Operational Test and Evaluation (OT&E) experience is required--- Familiar with and actively using the Microsoft Office suitePreferred Skills --- Experience with COMOPTEVFOR, NAVSEA or NAVAIR operational testing is desired--- Excellent communications skills, including verbal, written and presentation skills with the ability to write and present complex issues in a clear, concise, and easily understood manner--- Attention to detail creating, reviewing and editing requirements, specifications, test plans, and recommendations related to proposed solutions--- Possess the ability to understand new concepts quickly and apply them accurately throughout an evolving environment and organize work assignments to meet established timetables--- Ability to collaborate effectively with senior management, cross-functional teams, internal/external customers, and end-usersWORKING CONDITIONS Environmental Conditions --- Contractor site with 0%-10% travel possiblePossible off-hours work to support releases and outagesGeneral office environmentWork is generally sedentary in nature, but may require standing and walking for up to 10% of the timeThe working environment is generally favorableWork is generally performed within an office environment, with standard office equipment available--- This position requires physical presence aboard US Navy/US Naval Ship vessels while underway for periods of up to seven consecutive days to support test activities as a participating member of the underway Interoperability Test Team in collection of real-time test data, analysis of test results and drafting thorough, accurate, and complete formal test documentationStrength Demands --- Sedentary - 10 lbsMaximum lifting, occasional lift/carry of small articlesSome occasional walking or standing may be requiredJobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are metPhysical Requirements --- Stand or Sit;
