We are searching for an experienced aCounterintelligence Analystto support the Naval Criminal Investigative Service (NCIS) as part of a cross-functional Department of Navy (DON) team charged with developing, implementing, and overseeing the Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Due Diligence processAs a Counterintelligence Analyst:--- As a member of the DoN SBIR/STTR Due Diligence Team responsible for developing and coordinating procedures for assessing Navy SBIR/STTR requests, prepare analytical reports, make assessments, and manage case closures.--- Work with a team of driven, supportive and highly skilled professionals.--- Receive a robust benefits package that includes Employee Stock Ownership Plan!--- Enjoy flexibility managing your work hours and personal needs with a single accrual leave planA week in the life of a Counterintelligence Analyst:--- In coordination with NCIS, NIA OCEA-N, and ONI, support, develop, and contribute to the comprehensive review of SBIR/STTR proposals and associated vendorsThe expected workload requires 2,000 reviews and written inputs per year.--- Perform research and analysis of companies to identify patterns, concerns, or threats aiding in efforts to identify foreign intelligence entities and other adversarial threats to DON and DOD programs.--- Annually produce an analytic product summarizing trends and threats from foreign entities to supported SBIR/STTR elements.--- Within policy and law, and in collaboration with Naval Intelligence Activity (NIA) Office of Commercial and Economic Analysis-Navy (OCEA-N) and Office of Naval Intelligence (ONI), establish a process to continually monitor previously assessed companies for new or developing foreign ownership, control, or influence (FOCI) concerns.--- Provide analytical support to agents, other analytical division, and NCIS leadership in support of related investigative and national security effortsIdentify trends and actions of intellectual property theft and technology transfer investigated by NCIS, and provide informational briefings outlining findings to facilitate the DON efforts to prevent such theft/loss.--- Identify access and threat vectors commonly exploited by foreign intelligence, or other adversaries, to target DON/DOD programs and associated supply chains and will subsequently provide informational briefings and other analytical products in support of the DON's risk mitigation efforts, as needed.--- Produce and publish analytical products via portal, SharePoint, and other electronic methods for NCIS leadership, NCIS field offices, and SBA leadership/customers.--- Establish and maintain accurate and up-to-date records of all counterintelligence assessments and associated documentation.--- Support ongoing research into small business and vendor efforts to develop published all-source analysis.--- Conduct counterintelligence assessments on potential SBIR/STTR vendors and proposals to identify potential foreign ownership, control, or influence, cybersecurity and regulatory risks.--- Collaborate with internal and external stakeholders, such as program managers, analysts, and other relevant parties to ensure that counterintelligence assessments are conducted in a timely and effective manner.--- Maintain up-to-date knowledge of relevant laws, regulations, and industry best practices related to counterintelligence, FOCI, cybersecurity, and regulatory risk.--- Report recommendations and inputs to the NCIS Technical LeadJob Requirements--- Must have experience with Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR)--- Top Secret clearance with SCI eligibility--- Bachelor's degree or equivalent--- 10+ years of professional experience, including with conducting all-source CI analysis--- Presentation, public speaking, and written skills are essential as findings will be regularly presented, both verbally and in writingFounded in 1975, AMERICAN SYSTEMS is one of the largest employee-owned companies in the United StatesWe are a government services contractor focused on delivering Strategic Solutions to complex national priority programs with 100+ locations worldwideThrough our focus on quality, strong cultural beliefs and innovation we deliver excellence every dayCompany Awards:--- Forbes National Best Midsize Companies--- Energage National Best Workplaces, National--- Washington Post Best Workplaces Veteran Hiring Awards:--- U.SDepartment of Labor Hire Vets Medallion--- BEST FOR VETS by Military Times--- TOP 10 MILITARY FRIENDLY COMPANY by MilitaryFriendly.com AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-ownersThe salary range for this position is $120,000 -
