Brightline West is a groundbreaking high-speed rail project connecting Las Vegas, NV to the Los Angeles Basin at Rancho Cucamonga, CA. This project involves the construction of 220 miles of new single track with passing loops in the I-15 corridor, enabling speeds up to 186 mph and reducing trip time to less than 2 - hours! The project strives to remove 3 million cars annually, save 400,000 tons of CO2, and create 40,000 construction and 1,000 permanent jobs, contributing to a sustainable future! The Systems Operations Manager will lead all aspects of the integration and operation of high-speed rail systems for the Brightline West project. This individual will partner with multi-functional teams, including engineers, project managers, and other external team members to define the operational requirements, procedures and process for the successful implementation and operation of the high-speed line in the USA. This role requires extensive project management, leadership, and integration experience in high-speed rail operations and systems operation management, ensuring compliance with local (state) and federal standards and adapting systems to extreme environments such as deserts and mountains. What your day-to-day will look like: Systems Operation Management: Define and document operational scenarios, use cases and performance requirements for high-speed lines. Lead the development and documentation of operational frameworks, including: --' Concept of Operations (ConOps) --' Maintenance Strategies --' Training Programs --' Operational Readiness Plans We provide expert input on international standard processes (especially from mature high-speed rail environments in Europe or Asia). This role will assist in building an operationally capable organization around the new infrastructure, mentoring client-side teams and contributing to knowledge transfer. We're looking to bridge the gap between engineering and operational implementation, ensuring technical designs translate into safe, efficient, and maintainable operations. You will develop the training and maintenance plans for the operational staff to ensure smooth and safe running (including recovery plans) of the High-Speed Rail system. Additionally, define and develop operational modes and scenarios such as normal, degraded, Non-Revenue, Maintenance and inspection runs as well as emergency cases such as fire event in the stations or along the alignment, alignment intrusion, etc. Also, support the end customer on defining operational roles and responsibilities of the involved personnel (e.g., drivers, dispatchers, control centers, maintenance teams). Systems Integration Management: Lead the operational integration of various rail systems, including onboard and wayside Signaling Systems including detection systems, communication systems, and traction power systems. Support the definition and implementation of ETCS Level 2 system in an American context, including operational adaptations and training. Recording and clarification of all integration and operational requirements (e.g. interoperability) for the customer system taking into consideration contractual obligations. Align inputs to System Engineering and Validation as a foundation of the system requirements, specifications, testing and certification Compliance and Adaptation: Ensure compliance with local standards and adapt systems as needed to meet best practices for high-speed rail operation in the USA and environmental challenges. Support the development and alignment of the system approval plan with the Operational Concept, ensuring consistency with operational scenarios and regulatory requirements for submission to the relevant railway authorities Project Coordination: Collaborate with civil design, track integration, and train supplier teams to ensure seamless alignment of the Operational Concept during the project execution. Collaborate with multidisciplinary teams including systems engineering, rolling stock, infrastructure, safety, and training. Collaborator Management: Manage expectations, goals, and requirements with all internal and external customers, fostering teamwork and collaboration. Act as a liaison between the engineering team, federal authorities, and the future operator, translating complex engineering requirements into operationally meaningful concepts. Contract Management: Ensure that the customer fulfill their contractual obligations towards systems operations and integrations and managing where changes are necessary to make sure that Siemens is correctly compensated for additional effort. To thrive in this role, you have: - Proven experience (10+ years) in high-speed rail operations, with a strong background in European or international high-speed systems.
- Bachelor's degree in engineering, Transportation Engineering, Project Management, or a related field. Advanced degrees or certifications in rail systems management or Transportation Engineering or related field is preferred.
- Knowledge of ETCS, PTC or CBTC technology, Power Supply for Rail Infrastructures and Communications systems applied to railroads. Strong understanding of railway safety laws, regulations, and standards in the USA
- Deep understanding of railway system integration and the full lifecycle of large-scale rail projects.
- Demonstrated ability to translate sophisticated engineering requirements into operationally feasible solutions.
- Experience working with or within owner/operators and/or engineering consultancies, especially in early-stage or immature organizational environments.
- Familiarity with regulatory frameworks, safety certifications, and operational readiness in rail systems.
