Join us today!Job Description - Compliance Specialist (2500034K)The Department of Mental Health (DMH) is seeking a dynamic and detailed oriented individual to coordinate and conduct all Licensing and compliance related activities for assigned vendors and/or programs. Our applicant will schedule and conduct licensing inspections and certification reviews, prepare, and disseminate reports and letters, track deficiencies and plans of corrective action. The Compliance Specialist provides technical assistance, monitors self-preservation issues, uses automated systems and facilitates waiver decisions and license issuance.The incumbent in this role will perform all related work as required including the ability to oversee heavy caseloads. Our ideal applicant must be able to prioritize tasks accordingly and manage time effectively while adhering to strict deadlines that must be acted upon with a sense of urgency.Please note: Travel to program sites and DMH offices and facilities is required for this position. Candidate will need access to reliable transportation.Duties and Responsibilities(these duties are a general summary and not all inclusive): - Coordinates and conducts licensing inspections of community adult residential programs. Prepares summary reports utilizing the requirements established in applicable DMH regulations, policies, and procedures.
- Prepares written reports including deficiency statements, site feasibility assessments, pre-placement residential program survey reports, and deficiency tracking reports based on Licensing inspections.
- Schedules and conducts validation inspections at programs and reviews documents submitted to validate correction orders, maintains automated deficiency tracking system, and issues outstanding deficiency notices as appropriate.
- Reviews building plans and physical sites proposed for use as a community residential program, recommends their suitability and appropriateness for occupancy, and acts as a liaison with local building, health and fire officials as needed.
- Coordinates the license issuance process for assigned programs and ensures that recommendations and approval are documented, licenses are fully executed and mailed to licensees, and tracks license number and expiration date.
- Recommends License issuance, denial, revocation, or suspension of assigned programs.
- Drafts recommendations for waiver approval and facilitates the waiver approval process for assigned programs.
- Monitors and reports self-preservation issues within licensed residential programs and facilitates resolution by providing technical assistance, requesting corrective action plans, and notifying the Area Director or designee and the Director of Program Evaluation of any issues to ensure client safety and compliance with Massachusetts Building Code and DMH regulation.
- Provides technical assistance and training to providers in medical record keeping standards for the purposes of rehab option and DMH license regulation implementation.
- Attends assigned committees and statewide licensing staff meetings.Required Qualifications
- Ability to collect and analyze information through questioning individuals, drawing conclusions, conducting reviews, examining documents, and providing appropriate recommendations.
- Knowledge of the methods of general report writing, and demonstrated ability to produce timely, professional reports.
- Demonstrated capacity to exercise superior judgment with the ability to manage highly sensitive and confidential information; prioritize and adjust work assignments to meet changing situations and demands.
- Solid written communication skills, including drafting concise, detailed reports through written records, electronic and paper filing.
- Ability to establish rapport and work effectively with co-workers and with providers including the capacity to understand, explain, and apply applicable laws, rules and regulations, policies and procedures, specifications, standards, and guidelines.
- Ability to organize and deliver effective presentations and trainings.Preferred Qualifications
