The Office of the Greenhouse Gas Reduction Fund (OGGRF), within the Office of the Administrator, is charged with implementing the Greenhouse Gas Reduction Fund (GGRF) established by the Inflation Reduction Act of 2022 (IRA). OGGRF develops, implements, and oversees a series of competitive awards programs that support deployment of projects to reduce or avoid emissions of greenhouse gases and other air pollutants, with a particular emphasis on low-income and disadvantaged communities. EPA has identified three overarching Program Objectives for the Greenhouse Gas Reduction Fund, as derived from the statute: to (1) reduce emissions of greenhouse gases and other air pollutants; (2) deliver benefits to American communities, particularly low-income and disadvantaged communities; and (3) mobilize financing and private capital to stimulate additional deployment of greenhouse gas and air pollution reducing projects.The Director of the OGGRF provides subject matter expertise in finance and clean technology and utilizes grants administration experience and knowledge of management and executive principles to manage the development, implementation, and oversight of OGGRF's programs. Specific duties of the position include:

• Providing leadership, direction, and guidance to a multi-disciplinary staff to achieve assigned major program objectives.
• Serving as the principal advisor to senior Agency leadership on the implementation and interpretation of the Office's programs.
• Assessing needs, defining goals, developing short-term and long-term program plans, delegating authority and responsibility, and establishing overall Office operating policies, priorities, and procedures.
• Developing and maintaining external relationships within EPA and with other Federal agencies as well as national, State, Tribal, and local officials, and key constituent groupssharing a mutual interest in or responsibility for the program area assigned to OGGRF.
• Communicating OGGRF's mission and assisting those stakeholders in understanding and accessing information relative to OGGRF programs and their impacts, especially over critical concerns such as environmental justice and public involvement.
• Ensuring that extramural resources, both procurement (contracts) and assistance (grants, cooperative agreements and interagency agreements), are efficiently and appropriately managed to maximize use of the Agency's resources.
• Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.
