Position Summary The Performance Management and Learning Advisor will be responsible for supporting designated teams of Institutional Support Contractors (ISCs) who support USAID's Bureau for Global Health. The position formulates partnerships across the Program Management Office (PMO) and designated ISC teams in the areas of performance management, individual learning and career development. This position serves as a performance coach and mentor to designated supervisors and employees working in support of the Global Health Training, Advisory, and Support Contract (GHTASC). The position will serve as the PHI Supervisor of Record for their assigned cohort of ISCs. The ideal candidate will have strong interpersonal skills and knowledge of the international development environment with the ability to facilitate difficult conversations at times, advise on performance and individual learning plans, and coordinate with multiple stakeholders to further ISC engagement and effectiveness. The incumbent will work as part of a dynamic and fast-paced team with opportunities to contribute to a broad range of efforts designed to support employee performance and development, engagement, and overall organizational culture. The incumbent must maintain an effective level of knowledge about performance planning and management, supervisory best practices and advising employees on their individual learning and career development. This is hybrid (remote and in-person), regular part-time 75% FTE (30 hours/week) position that is required to work in-person in Washington D.C. as required. Full salary range for this position: $82,124 to $121,378 per year. The typical hiring range for this position is from $61,593.00 (minimum) to to $76,313.25 (midpoint), based on 75% FTE. The starting salary is determined based on the candidate's knowledge, skills, experience, as well as budget availability. Essential Duties & Responsibilities - Provides direct performance management support to ISC employees and their ISC supervisors on performance management best practices such as work planning, giving feedback and organizational policies.
- Responsible for performance management matters for all employees in the designated office including promotions, backfilling positions, performance management, employee relations, and terminations. Seeks advice and guidance from and work closely with PHI HR as appropriate.
- Conducts recurring meetings with respective ISCs and supervisors to improve work relationships, build morale, and increase productivity and retention.
- Consults with Deputy Director for Performance Management and PHI HR to provide relevant updates on performance challenges, escalating issues as appropriate.
- Provides performance management guidance (e.g., coaching, counseling, career development, disciplinary actions).
- Facilitates ongoing development of ISC supervisors via training sessions, 1:1 meetings, communities of practice, etc.
- Analyzes trends and metrics in performance management and competency development for teams and individuals.
- Provides guidance and interpretation for GHTASC policies related to performance management, employee supervision, and individual learning to ISC and supervisors and contributes to policy development.
- Provides support to PMO on workforce planning efforts and supervisory selection and support.
- Identifies and monitors individual learning needs such as courses, stretch assignments, coaching, or a variety of other development options.
- Participates in evaluation and monitoring of individual learning objectives to ensure success. Follows up to ensure training objectives are met.
- Supports programs designed to foster employee engagement efforts via team building, survey analysis, communications, recognition, well-being, and related events.
- Leads procedures in coordination with PHI Central, as applicable, to include PHI timesheets, allowances, travel, new hire orientation and offboarding.
- Oversees maintenance of system(s) for tracking participant data, including Date of Hire, position title, salary, and promotions.
- Performs other related duties as assigned.
Minimum Qualifications - Minimum of 5 years of professional experience with responsibilities in employee performance management, coaching, DEI, employee engagement, learning and development and career development support.
- Bachelor's degree required, or substitute with four additional years of related experience.
