Program Analyst - Budget As required by our governmental client, this position requires being a US Citizen, lawful resident alien, citizen of American Samoa or other territory owning permanent allegiance to the United States AND an active Secret clearanceThe Program Analyst - Budget will provide support for planning, budgeting, and monitoring and evaluation for the U.SDepartment of State's Bureau of Cyberspace and Digital Policy, Strategy, Programs and Communication Unit and will support the Digital Connectivity and Cybersecurity Partnership (DCCP)The DCCP, launched in 2018, is an interagency, global initiative that seeks to advance U.Spriorities in cyberspace and digital policyDCCP is aligned with multiple Administration priorities addressing information and communication technology, cybersecurity, and emerging technology prioritiesCDP is a fast-paced Bureau that covers a broad range of topics within the cyberspace, digital and emerging technology portfolio with high-level interest within the Department, across the U.SGovernment, and with non-government stakeholdersCompensation & Benefits: Estimated Starting Salary Range for Program Analyst - Budget Responsibilities Include:--- Performs budget work for internal operating programs including the formulation, presentation, or execution of a budgetThe incumbent is responsible for the monitoring and accounting of foreign assistance budget execution and coordinates budget requirements with the Executive Office and Bureau Planner.--- Supports the annual budget cycle processes and assists in preparing key documents including Performance Plans and Reports and Operational Plans and Spend PlansRegularly monitors foreign assistance spending.--- Prepares allocation memos and congressional notifications to obtain CDP/SPC resources in a timely manner.--- Interprets reports and other financial data for program review and analysis.--- Compiles, analyzes and updates reports on the status of grants and trends in the bureau's foreign assistance funds for internal and external use.--- Assesses planned and anticipated program initiatives and activities through detailed analysis and consideration of program requirements in collaboration with program officials to prepare annual budget estimates.--- Develops proposals concerning alternative methods, sources, and timing of financing for substantive programs and devises and applies criteria for evaluating the progress and cost effectiveness of accomplishing program plans, goals, and objectives.--- Supports coordination and communication between the team at State, the Interagency, implementing partners, Posts, and others with regard to planning, coordinating, and implementing programs.--- Advises program and other managers of the necessity for and type of budgetary action to be implemented to meet their particular programmatic requirements.--- Provides oversight of and adjustment to existing budgets through cost-benefit analyses and long-range analyses.--- Prepares executive level briefings related to budget execution.--- Additional duties as required.--- Limited travel, as requiredProgram Analyst - Budget Experience, Education, Skills, Abilities requested:--- Candidates must be US citizens.--- Candidates with an active and current SECRET US government security clearance at the time of applying to this position are preferred.--- Candidates will be required to undergo a US federal government background investigation and favorably pass a drug screen.--- Candidates must have a current and valid US Passport whose expiration date is more than (1) one year from the date of hiring.--- A minimum of a Bachelor's degree from an accredited university and/or college in Finance and/or Accounting and/or in International Relations with an emphasis in budgetary functions and financial management.--- A minimum of two (2) year of experience in performance management, federal budget formulation and execution, requiring interpersonal and customer service, problem solving, and computer skills (or equivalent).--- Expected travel is minimal, but some domestic and international travel may be required.--- Excellent interpersonal and oral communication skills.--- Proficient in MS Office, ideally familiar with Tableau.--- Ability to write clearly and succinctly under time pressure.--- Strong organizational skills and attention to detail.--- Ability to deliver on multiple priorities under tight deadlines.--- Ability to operate significantly under own initiative, crafting proposals and policy recommendations with minimal guidance.--- Academic background and experience in public policy, economics, and environmental and/or energy issues.--- Strong team player who is eager to jump in to take care of crises as they emerge.--- Ability to work with a wide variety of actors, including policymakers, representatives of other governments, business and the non-governmental community.--- Work will be performed both in US government facilities and in telework statusHybrid.--- Candidate can expect to stand in line for extended periods of time when travelling through domestic and international airport security checkpoints and in airline terminals.--- Must pass pre-employment qualifications of Cherokee Federal Company Information: Cherokee Nation 3S (CN3S) is a part of Cherokee Federal -
