Summary This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia. Responsibilities WHAT YOU'LL BE DOING DAY TO DAY As a Process Improvement Chief, you will use your knowledge of and experience with the Assistant Secretary for Administration, Office of Human Resources to optimize business results and customer experience by: Serving as a Continuous Process Improvement (CPI)/Lean Six Sigma (LSS) specialist. Providing project leadership and technical support in the creation, management, and sustainment of a methodical approach and robust business analytics/metrics program to increase quality and performance throughout all ASA business areas in support of the HHS Strategic Plan. Advising management officials in the decision-making process with the goal of optimizing scarce resources given the demands of meeting customer requirements, reducing rework, determining operational capacity, and measurably increasing quality. Establishing and implementing metrics/business analytics to support ongoing CPI efforts within and across ASA, and more broadly as requested in support of HHS and other federal agencies. Managing the implementation of the CPI, LSS and business analytics program processes and activities, and responsible for implementation planning, management of all Plans of Action and Milestones, justification of funding requirements. Establishing policy and providing procedures to plan, coordinate, approve, and implement CPI, LSS and business analytics program changes to support achievement of the ASA and HHS mission, needs, goals, and objectives. Managing and administering one or more program(s) on behalf of the Office of Business Management and Transformation Director, with delegated responsibility/authority/accountability for the development and oversight of the program(s). Requirements Conditions of Employment Qualifications WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following: 1) Identifying and analyzing issues, problems, and challenges facing an organization and formulating possible courses of action for process improvement. 2) Providing statistical analysis reports, data, and/or recommended strategies for upper leadership consideration. 3) Negotiating and collaborating with managers and/or staff on process improvement strategies to improve program efficiency.
