The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals. B. Position Summary: The Water, Sanitation, and Hygiene (WASH) Advisor will primarily support the Maternal and Child Health and Nutrition Office as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate will provide USAID with programmatic and technical expertise in water, sanitation, hygiene, and other areas of environmental health as these relate to public health, and particularly to child survival. Employment Type: Full Time Full salary range for this position is $94,900 to $147,940 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability. C. Essential Duties and Responsibilities: Provide strategic guidance and expertise, including assisting with the preparation and/or review of strategies and plans to address needs at the global and country level. - The Advisor will work across bureaus as part of USAID's Extended Water Team, preparing and reviewing regional and global strategies for alignment with the U.S. Government's Global Water Strategy.
- Because of the cross-cutting nature of water, sanitation and environmental health, the Advisor explores and encourages integration of WASH activities into other existing or planned health activities, and into other development sectors such as governance and finance. Additional programmatic opportunities could include joint planning with the Humanitarian Assistance Bureau for humanitarian response, or collaboration with other USG units outside of USAID.
Serve as subject matter expert to USAID and its partners. - Provide assistance to USAID staff and cooperating agencies on water, sanitation, hygiene and environmental health issues.
- Provide technical support in the development, evaluation, and dissemination of innovative program approaches in health-focused water, sanitation, hygiene and environmental health activities and liaise with the cross-bureau Extended Water Team to link with other water sector activities, including integrated water resources management.
- Engage in technical discussions, research and analysis activities as necessary to make substantive technical contributions.
- Stay updated on the current health literature and international guidelines to inform recommendations to USAID regarding the application of this information to USAID's technical and strategic approaches.
Contribute to the routine work, including providing technical updates, briefers and other documents that describe USAID's activities, research and progress; prepare portfolio reviews and reports; review documents such as annual reports and operational plans; and prepare responses to Q&As and other requests for information. - Provide input into training materials and presentations on water, sanitation, hygiene, and environmental health to Missions, as well as participate in broader capacity building activities for the Agency for programming under the Paul Simon Water for the World Act.
- Provide technical support on WASH activities within the Global Health portfolio of approximately $6.5 million.
- Collaborate with parts of GH and other bureaus to provide technical assistance in design and/or evaluation of projects involving WASH or other areas of environmental health.
- Monitor and provide input into USAID's agenda and initiatives.
Provide technical advice to ensure that country programs are consistent with current practice, international standards and recommendations. - Work with mission staff to develop options for strategic mission engagement in the sector, identify potential mechanisms for implementation, and develop detailed program descriptions and amendments for procurement.
- Assist countries in developing their capacity to plan and manage activities.
- Assist international and local partners at the country level in WASH.
Contribute public health expertise and participate in working groups and task forces. Review and synthesize information about USAID programs, to identify operational priorities and make recommendations. - WASH Program Development- At the programmatic level, the Advisor works with colleagues in USAID field missions to survey the water, sanitation, hygiene, and environmental health situation in-country, explore area(s) of competitive advantage for potential USAID engagement, and identify opportunities to implement and evaluate water, sanitation, hygiene and environmental health activities and programs.
Prepare and submit papers to professional journals, conferences, and meetings. - Advance USAID's WASH objectives in national and international for a.
- Actively participate in and provide technical guidance on national, international and policy levels to advance its objectives in WASH. This could include meetings with the World Bank's Water and Sanitation Practice and various UN Agencies, as well as conferences.
Work at least 3 days per week in-person at Washington, DC office. Conduct international travel approximately 20-30% of the time. Perform other duties as assigned. D. Qualification Requirements: Minimum Qualifications: - Master's degree with 6 years of relevant experience, bachelor's degree with 8 years of relevant experience, Associate's degree and 10 years of relevant experience, or High School graduate and 12 years of relevant experience.
- US citizen or US permanent resident with the ability to obtain and maintain facility clearance.
Other Qualifications: - At least 5 years of professional experience in WASH (Water, Sanitation, and Hygiene) or environmental health with job responsibilities related to job description requirements.
- Demonstrated experience in design, administration, management, and implementation of health programs in developing countries.
- Ability to work collaboratively with staff of USAID missions, other USG agencies, developing country governments and organizations, and other international organizations.
- Strong ability to work both independently and as part of a team and demonstrated experience to provide technical assistance and subject matter expertise.
- High degree of judgment, ingenuity, and originality to interpret strategy and to analyze, develop, and present work results.
- Demonstrated ability to provide intellectual leadership and operate strategically.
- Strong analytical and written and oral communications skills with ability to present information clearly both verbally and in writing.
- Working knowledge of French or other relevant language preferred.
- Ability to work at least 3 days per week in-person at Washington, DC office.
- Ability to conduct international travel approximately 20-30% of the time.
