The California Department of Public Health (CDPH) is currently hiring for an Associate Management Auditor within our Office of Compliance. In this role, you will serve as an Internal Auditor and conduct journey level auditor duties including fiscal, compliance, operational, and performance audits.The Office of Compliance conducts work on behalf of CDPH related to the Workplace Violence Prevention Program; Equal Employment Opportunity Program; investigations of allegations related to workplace violence, discrimination, sexual harassment, retaliation, denials of reasonable accommodations; and whistleblower. Workload also includes internal audits, grant compliance reviews for CDPH subrecipients, enterprise risk and compliance management activities, and serving as a liaison for all external audit entities.We are looking for someone that has a background in auditing or accounting, which should include organizing detailed audit reports and communicating determinations/project findings in a clear, concise, and well-organized manner. Your expertise will promote organizational improvement by providing audits and services focused on quality, compliance, and reasonable assurances that CDPH will achieve its business objectives.*This position is eligible for hybrid telework! Please reach out to Apply@cdph.ca.gov with any questions.**Responsibilities:** Develop audit objectives, internal control surveys, and audit procedures and determine criteria applicable to audits* Conduct entrance conferences; gather preliminary information, such as regulations, organizational charts, policies and procedures, prior audit reports, and prior work papers; and conduct and document preliminary interviews regarding applicable processes* Perform risk assessments to determine and help identify audit focus; write audit programs based on risk assessments to address audit objectives; select sample for testing; perform tests of transactions; and summarize findings* Conduct exit conferences with audited programs and management and write audit reports, including findings and recommendations* Coordinate open audit recommendation follow-up reviews and report on programs' progress in implementing corrective action* Conduct non-audit services including, but not limited to, personnel investigations, consulting activities, training, special analytical projects, and research*Desirable Qualifications:** Graduation from college, preferably with a major in accounting, business administration, public administration, or economics, and with a minimum of six (6) semester units of accounting* Minimum of three (3) years of increasingly responsible professional auditing and accounting experience or management consultant experience, which shall include the preparation of reports and presentations of recommendations to management* Knowledge of the International Standards for the Professional Practice of Internal Auditing and the US Government Accountability Office of Standards for the Internal Control in the Federal Government (Green Book)* Strong technical knowledge and experience of California and federal auditing authority and guidelines* Excellent communication (oral and written), interpersonal, and good listening skills* Ability to anticipate the impact of changes, demonstrate flexibility, and willingness to embrace changes* Ability to establish and maintain good working relationships with others* Ability to research and apply state and federal regulations and funding requirements* Strong organizational, time management, and planning skills to ensure Internal Audits goals and objectives are metAt CDPH, equity, diversity, and inclusion are at the core of our mission to advance the health and well-being of Californias diverse people and communities.
