Under general supervision, the Manager of Intermodal Operations is responsible for the oversight of rail and truck operations; more specifically, all items related to the Clean Trucks Program (CTP) within the Harbor District. This includes daily oversight of the Harbor Department s short-line railroad which is responsible for scheduling and switching trains, maintaining rail infrastructure (outside of marine terminals) within the Harbor District, and the communication and coordination of all rail related issues with tenants, marine terminals, shipping lines, railroads, and other divisions of the Harbor Department. This position serves as Lead to all Alameda Corridor Transportation Authority related activities and tasks.

EXAMPLES OF DUTIES
Oversees the rail operating system which includes mainline tracks, marine terminal tracks, rail yards, railroad at-grade crossings, train warning system, centralized train control, infrastructure related to train braking system, and related rail systems; oversees the scheduled inspection of rail infrastructure within marine terminals, the day-to-day Port rail operations, and Port short-line railroad.
Works to maximize the efficient usage of the rail system by facilitating discussions between the Railroads, tenants, marine terminal operations, and shipping lines; developing action items; and supporting the execution of the efficiency related tasks.
Supervises and provides rail system oversight and administration, rail inspections, oversee the development of rail operating studies, and contract documents.
Prepares outreach presentations summarizing the Port s rail operations program and presents to various groups, such as Port Divisions, Marine Terminals, Railroads, technical committees, conferences, schools, community groups and other City Departments etc.
Creates and/or oversees railroad safety plans for any work within the rail right-of-way; coordinates watchperson training and safety briefings with railroad companies.
Provides expert advice and oversight for the preparation of railroad operations agreements and Memoranda of Understanding between or among a variety of parties that may become or are currently involved in the Port s rail system including the Alameda Corridor, Port of Long Beach, Port of Los Angeles, tenants, utilities, railroads, and switching operators.
Writes Board Memoranda and Information Only items for Port rail and truck updates.
Oversees the review of Port concepts, design and operations related to any rail and truck projects to be operationally effective and efficient.
Assists and/or represents the Port on the Short-Line Railroad Oversight Committee; manages daily rail operations and maintenance issues; assists with establishing annual maintenance and operating budgets.
Assists the Port on the Alameda Corridor Operating Committee; manages daily operations and maintenance issues; assists with establishing annual maintenance and operating budgets.
Develops and maintains key relationships within each of the service provider segments of the intermodal and trucking portion of the supply chain, and serves as liaison between that community and the various internal divisions within the Harbor Department.
Monitors operational, political and regulatory environment for issues, trends and impending changes that will affect the intermodal and truck market. Keeps Port leadership informed, and provides advice and recommendations as appropriate.
Develops, maintains, and refines performance monitoring metrics and reporting protocols as defined in cooperation with the Assistant Director, Director of Tenant Services and members of the stakeholder community.
Serves as the Port s Business Continuity representative for the Ports railroad system.
Performs other related duties as required.

REQUIREMENTS TO FILE
Educational Requirements: Bachelor s in railroad operations, civil engineering or a related field is desirable. Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.

Experience Requirements: 5 years of experience in rail transportation operations and systems requiring expert knowledge of railroad and Port facilities as applied to freight rail operations, signalization, control and dispatching, regulations, standards, rail agreements, and construction is required. Experience working with railroad companies is required. Experience with drayage truck operations and related environmental requirements required. A history of successfully working with people from diverse backgrounds and areas of technical expertise is required. Must be a hands-on person with strong technical knowledge and presentation skills.

Job Knowledge and Technical Skills Requirements:
Knowledge of the theories, principles and practices of rail and drayage operations is required.
Knowledge of rail facilities as applied to freight rail operations, signalization, control and dispatching, rail regulations, track layouts, standards, and rail agreements is required.
Knowledge of railroad and trucking industry, including companies, trends and logistics required.
Knowledge of the function and regulations of the California Public Utility Commission (CPUC) and Federal Railroad Administration (FRA) is required.
Knowledge of the principles and practices of contract administration is required.
Knowledge of the use of Microsoft Office is required.
The ability to prepare, review and evaluate rail and drayage operational studies is required.
The ability to inspect rail systems is required.
The ability to evaluate rail operations and propose changes to enhance is required.
The ability to prepare clear and concise reports, notes, correspondence and other written materials is required.
The ability to understand, interpret, explain policies and laws related to intermodal operations and drayage trucks is required.
High-level organizational and rail operational planning skills are required.
Proficiency in public speaking and oral presentations to groups of varying size as well as to appointed or elected officials is required.
Must have a valid California Driver s License to perform work-related duties, including driving to meetings and work-related events.
Must be able to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment.
